AFL Rulebook

I. The League

A) The league shall consist of twelve teams, divided into three divisions, Eastern, Central and Western.

B) The teams will be placed in divisions according to the location of the team if at all possible.

C) The league is designed to be a "keeper" league with five players protected from year to year.  (STARTING IN 2004 EACH TEAM WILL BE ABLE TO PROTECT 6 PLAYERS)

D) The commissioner shall run the league, compile and distribute stats and settle disputes with the help of the co-commissioner.

II. The Teams

A) Each team owner shall pay the league a fee of $50.00 per year to be paid before the start of the AFL Draft. This is where the money will go:

1. AFL Bowl Winner - $300.00

2. AFL Bowl Loser - $150.00

3. AFL Championship Game Losers - $50.00

4. The other two playoff teams - $25.00

B) Each team shall have a team name and be located in a city of their choice.  Team names will be non-offensive and resemble an actual team name.

C) Each team shall maintain a roster of NFL players to compete in the league.

D) Any new owners in the league will assume the players of the departing owners.  If two or more owners join, the teams they assume will be first come first serve.

III. The Rosters

A) Each team shall maintain an active roster of up to 17 players.

B) Each year team owners can protect the number specified in Section I.B above, from their roster the previous year. 

1) All teams protected players are due 2 weeks before the draft begins to give all teams a chance to plan for their draft.

2) If an owner fails to get their keepers in on time their five top scorers from the previous season will be their keepers, regardless of position. 

3). Teams do not have to keep any players but will not be compensated with picks in the beginning of the draft, they will be able to make up the picks at the end.

C) If a team drops a player, that player becomes a free agent and can be acquired by other teams.

IV. The Draft

A) Before the start of the regular season, a draft will be held to fill the owners' rosters.

B) The draft order will be determined by the final standings from the previous year. With the teams with more losses getting the first draft choices.

C) Owner's will then draft in order of finish for the first round.  At the beginning of the second round, the owner with the last pick will have the first pick in that round. The following rounds will follow the same style. (1-12, 12-1, 1-12, 12-1)  (STARTING IN 2004 THE DRAFT WILL BE 1-12, 1-12, 1-12, etc.)

D) Each owner will continue to pick until he has filled all 17 seventeen roster spots.

E) The position a player is listed on a NFL teams official roster is the position he can be used in the American Fantasy League.  Any questions need to be brought to the commissioner or co-commissioner.

F) The draft will be conducted through email and will start on July 1st.

1) The first team to pick will have 24 hours to respond to the commissioner and co-commissioner with their pick. 

2) Once the email is received the commissioner will email the entire league with the selection. 

3) Once the email is sent the next person in the draft has 24 hours to respond with their selection. 

4) You do not have to use the whole 24 hours so send your pick ASAP so the draft can run smoothly.

5) If you fail to make your pick in the 24 hour time limit your turn will be forfeited and you can make it up after the draft is completed.

V. Trades, Free Agents and Injuries

A) Owners have 24 hours to protest trades that have been confirmed by the commissioner’s office.  If an owner wishes to protest a trade, he/she must submit a protest to the commissioner’s office clearly stating why they feel said trade should be vetoed.  The commissioner and co-commissioner will rule on the matter within 48 after the protest has been submitted (This used to be the responsibility of the CC but after the CC was abolished after the 2002 season it went back to the commissioner and co-commissioner) 

B) No trades will be permitted after Week 10 of the season.  Trades can resume after the completion the AFL Bowl and AFL Toilet Bowl.

C) All players not a team roster are considered free-agents and can be acquired by any owner.

D) Free-agents cannot be acquired during the off-season.

E) Any player dropped from a roster becomes a free-agent.

F) The free-agent period will open immediately following the draft and will run until the rosters are due for the first week.  All players are first come - first serve until then.

G) During the regular season the free-agent period begins following the Monday Night Football game.   Each team will be given free-agent position based on their won-loss record, points for (least) then a coin flip.  each team has until Wednesday 10 P.M. PST to email myself and the co-commissioner with a message titled "AFL Free Agents", include the player(s) to be dropped as well as the player(s) to be picked-up.  At the end of the free-agent period all emails will be opened and free agents assigned to teams.   After Wednesday and up until 12:00 PST (Midnite) on Saturday free-agents can be acquired on a first come-first serve basis.  If there are early games (ex. Thursday or Saturday) the free agent period ends with the kcikoff of the first game on those days.

H) Any transaction intended to strengthen one team at the expense of another can be vetoed by commissioner and co-commissioner.  The veto can be overturned by a majority vote of the league.

I) All transactions are free.

J) If a player gets hurt, you can either hold onto him until he recovers are cut him and pick up a free agent.

K) Draft picks can be traded but only for the current season and following season.  Ex. During the 2000 season you can trade draft picks for the 2001 draft but not for the 2002 draft.   Rule V (G) above also applies for trading draft picks.

L) Rosters will be frozen (no free agent transactions) once the playoffs begin (this being defined as the final gun from the MNF game at the conclusion of week 14).

VII. Games and Lineups

A) Each team will receive a schedule prior to the start of the regular season.

B) Each team will submit a starting lineup to the commissioner prior to the start of the first NFL game of the week.  If a lineup is not submitted, the previous weeks' lineup will be used.

C) Each teams' starting lineup shall consist of one of the following:

VIII. Regular Season and Playoffs

A) The regular season will consist of 14 games with every team playing teams in their division twice and all other teams once.

B) Six teams will make the playoffs - 3 Divisional Champs and 3 Wild Cards.

1) Week 15 - Wild Card Week: In round one of the playoffs the two division champs with the best records will draw a first round bye, (#1 seed and #2 seed).  The third division winner (#3 seed) will play the third wild card team (#6 seed).  The remaining two wild card teams (#4 seed and #5 seed) will play each other.

2) Week 16 - Semi-Final Week: The (#1 seed) will the play the lowest seeded team form the previous weeks playoff games. The (#2 seed) will play the highest seeded team from the previous weeks playoff games.

3) Week 17 - AFL Bowl: The AFL Bowl will be played between the winners of the semi-final playoff games.

C) Tiebreakers for Divisional Titles:

1) Head to head record.

2) Record within the division.

3) Total point difference in head to head games.

4) Total point difference in division games.

5) Total point difference in all games.

6) Total points scored in division games.

7) Total points scored in all games.

8) Coin flip.

D) Tiebreaker for Wildcard berth or seeding:

1) Head to head record.

2) Total point difference in head to head games.

3) Total point difference in all games.

4) Total points scored in all games.

5) Coin flip.

E) Tiebreaker for Playoff games ending in a tie:

1) Total roster points (including bench points)

2) Total starting lineup yardage (passing, rushing, receiving)

3) Total roster yardage (passing, rushing, receiving)

4) Coin flip

IX. Scoring

A) All players on the starting lineup are eligible to score points.

1) Skill Players:

+6 Pass/Rush/Rec TD

+2 Pass/Rush/Rec on 2 point conversion

+1 per 10 rushing or receiving yards (STARTING IN 2003 WE WILL CARRY THESE SCORES IN TO 2 DECIMAL POINTS)

+1 per 25 passing yards  (STARTING IN 2003 WE WILL CARRY THESE SCORES IN TO 2 DECIMAL POINTS)

-2 Interception

-2 Fumble Lost

2) Kickers:

+7 FGM (50+ yards)

+5 FGM (40-49 yards)

+3 FGM (1-39 yards)

+1 Extra Point made

-1 Extra Point missed

-1 FGA missed

3) Defense/Special Teams

+6 Interception/Defensive fumble return TD

+6 Kickoff/Punt Return for TD

+6 Blocked FG/Punt for a TD

+2 Safety

+2 Opp. fumbles lost or interceptions

+15 Total points allowed between 0-1

+12 Total points allowed between 2-7

+9 Total points allowed between 8-14

+6 Total points allowed between 15-21

+3 Total points allowed between 22-29

NOTE - Total points defined as points on all field goal and offensive touchdowns.  Special Teams/Defensive touchdowns and safeties scored by the opponent will not count against your Defense/Special Teams.  An individual player who scores points while on special teams - either a TD (punt return/kick return/fake field goal) or rushing/passing yards - does not get individual points for those efforts.   Reasoning:  Special Teams points should only be given to the owner with that "D/ST"

X. Awards

A) The league commissioner will send out the candidates for Most Valuable Player, Rookie of the Year and Surprise Player of the year.

B) Teams will rank their top 5 for each award. 

C) A first place vote will be worth 5 points, a second place vote 4 points, a third place vote 3 points, a fourth place vote 2 points and a fifth place vote will be worth 1 point.

D) Award winners will be announced as soon as all votes are tallied.
